  26. BEFORE SENATE PANEL, FBI AGENTS JUSTIFY ACTIONS AT IDAHO STANDOFF

  30.    WASHINGTON - Appearing before a skeptical and sometimes incredulous
  31. Senate panel, eight FBI agents Thursday defended the procedures they
  32. used in a deadly standoff in 1992 with a white separatist that ended
  33. with the killing of his unarmed wife.
  34.  
  35.    All eight members of the FBI's Hostage Rescue Team were on the
  36. Idaho mountaintop known as Ruby Ridge in August 1992 where they had
  37. been dispatched to help arrest Randy Weaver, who was holed up in his
  38. cabin with his family.
  39.  
  40.    The day before they arrived in Idaho, there had been a shootout
  41. with Weaver and U.S. marshals that left one marshal and Weaver's
  42. 14-year-old son dead.
  43.  
  44.    In their testimony Thursday, the FBI agents, part of a special
  45. sniper-observer unit, painted a portrait of a quasi-military unit
  46. poised and ready to use deadly force when they arrived at the site.
  47.  
  48.    The ninth member of the sniper unit and its leader, Lon Horiuchi,
  49. did not appear Thursday. Horiuchi, who fired the shot that killed
  50. Vicki Weaver as she stood in the doorway of the cabin while holding
  51. her 10-month-old baby, invoked his Fifth Amendment right against
  52. self-incrimination and refused to testify.

  58.    But Horiuchi's partner, Dale Monroe, who stood with him on the
  59. ridge that day, told the Senate panel that it was appropriate for
  60. Horiuchi to have tried to kill anybody near the cabin who was armed
  61. because they were threatening an FBI helicopter circling nearby.

  87. accidentally killed Mrs. Weaver who was standing behind the cabin

  102.    At issue in the hearings before the Senate Judiciary subcommittee
  103. is how the agents changed the guidelines by which they were allowed to
  104. fire weapons.
  105.  
  106.    Bureau guidelines on deadly force allow agents to fire at a person
  107. only if they or someone else is in imminent danger of bodily harm.
  108.  
  109.    As the Hostage Rescue Team flew to Idaho, officials adopted looser
  110. rules of engagement that allowed the snipers to shoot to kill any
  111. armed male in and around the Weaver cabin.

  114. THERE'S THE DAMNED WHORES IN THE MEDIA IN ACTION AGAIN, MASTERS OF
  115. UNDERSTATEMENT, DECEIT AND IGNORANCE.  "Looser rules of engagement" means

  119.    Under questioning from Sen. Arlen Specter, R-Pa., the subcommittee
  120. chairman, each of the eight gave minute-by-minute accounts of what
  121. they observed that afternoon. All the accounts had common elements of
  122. seeing three people run out of the Weaver cabin and shortly afterward
  123. run back. As they were running back, a shot was heard and then a
  124. second man tried to duck inside.

  129. off about how his good buddy Horiouchi was shooting at Randy Harris and
  130. killed Vickie Weaver -- HARRIS WAS THE ONE WHO WAS TRYING TO "duck inside"
  131. when he was shot, which is what PROVES that HORIOUCHI SHOT A MAN WITH HIS
  132. BACK TO HIM AND SHOT THROUGH AN INNOCENT WOMAN HOLDING A BABY TO DO IT.

  134. Oh, yeah, did I mention that Horiouchi testified to having great sniper
  135. skillls, something to the effect that he could put three rounds in a
  136. quarter-sized shot group at 200 yards?  But as he was supposedly firing at
  137. Kevin Harris, he "accidently" blew the side off Vickie Weaver's head?  Where
  138. was he aiming to "accidently" hit her in the head? -- lt

  142.    All the accounts ended with an identical chilling description of
  143. how each man heard a woman screaming in agony for a few moments after
  144. the second shot, followed by silence.

  148. Yeah, these guys probably all really enjoyed that.  They're the same bunch
  149. that as Vickie Weaver lay dead under her kitchen table, her little girls in
  150. the small little shack with her, for days, the scum bags outside called into
  151. the little girls and said, "We're having blueberry pancakes today. Why don't
  152. you ask your momma to make you some?"  -- lt

  157. Horiuchi was justified in firing at the armed man.

  196. attempt to justify the second shot. ``I think that's just wrong,'' he
  197. said. ``The threat has to be imminent,'' he said. Specter was
  198. especially critical of Monroe's contention that Weaver and his
  199. associates presented an even graver threat to the helicopter once
  200. they were back inside the cabin.
